She has dedicated her time, inside and outside of work, to advocate for families of children with disabilities and special healthcare needs to ensure they receive quality services and support their families needs.

Our Early Intervention Director is Gail Loftsgard, MS ECSE. Gail has worked in Early Intervention for more than 20 years. She is dedicated to helping parents feel confident in promoting and supporting their child’s growth and development.
Samuel Bondy

Samuel has been part of Encompass for five and a half years and brings over a decade of experience in the field. Growing up in a small ranching town in Colorado and moving to Fargo in 2008, he has served in many different roles throughout his career, each strengthening his passion for supporting individuals and teams.
As Director of Business Operations, Samuel values the success stories that come from Encompass programs, whether it’s a staff member building a strong connection with an individual or someone achieving a long-term personal goal. Watching Encompass grow from modest beginnings into the organization it is today has been an incredible experience for him.
Outside of work, Samuel enjoys making music and proudly cheering on the Los Angeles Rams.
Chelsea Lunde

Chelsea has been part of the Encompass team for five years and brings over 16 years of experience in the field. As a Family Coordinator, she serves as a key point of contact for both families and staff, ensuring trainings are completed, team meetings are held, and schedules run smoothly. Chelsea also assists with office operations and continues to provide hands-on support as a Direct Support Professional (DSP) in both In-Home and Day Habilitation settings.

Before joining Encompass, Heidi experienced firsthand the impact of early intervention when her daughter, Ava, was diagnosed with Triple X syndrome in utero. Through the Early Intervention Program, her family received guidance, encouragement, and friendships that made a lasting difference.
Shelby Goeden

Shelby Goeden has been part of the Encompass team for two years, serving as a Qualified Developmental Disability Professional (QDDP). In her role, she oversees and coordinates services for individuals with developmental disabilities, ensuring that supports outlined in each Overall Service Plan (OSP) are implemented effectively and meet all regulatory requirements. She also advocates for the rights and needs of the individuals she serves while guiding teams to maintain compliance with state and federal standards.
